1.The German Renters' Association (DMB) estimates that there is a shortage of about 250,000 apartments nationwide, and the latest government report on the housing sector concludes that a growing number of cities and regions "are likely to experience bottlenecks." 2.Rents in Berlin, Munich, Hamburg and Cologne have shot through the roof since the crisis began, as droves of foreign and domestic investors seek a safe haven for their assets. Even apartments in second-tier cities have become nearly unaffordable for people of average means.

In fact, subsidized housing units in Germany have declined from about 2.6 to 1.6 million over the last decade.
